Yeps, I've been there, most particularly at Arambol, with my Indian friends some years back for the New Year. Really great!
Here's the situation: Last year, by government or state decree, holidaymakers enjoying the sun on the beaches of Goa have been told that topless sunbathing is unacceptable, as is topless bathing or swimming, owing to cultural and religious sensitivities. Nudity itself is frowned upon by locals, despite a few exceptions.
e.g. I remember a couple of Russian tourists (mostly elderly) who swam in the nude or topless, at everyone's discretion since it was just before sunrise. As long as noone sees you, they'd be fine with that.
What about Indians? Would they dare? I've raised this with my pals and all they told me was that you'd get to bikinis only, nothing more. Is it? Well, not quite. On one rare occasion, things are different...
For the record, this Indian lady went to swim in her black bra and bikini...
