I am sorry that I have no idea what event or when the photo was taken. I've tried to clean it up, but can seem to only do so much.

thats a new pic for me. I don't know the event either but Dick Drost's "Naked City" California edition came to mind.
It does look like a NAP type event, not a regular festival.
