If you are in the USA you can buy a pre-paid Visa or Mastercard debit card. They are often available in $25 or $50 cards and some you can load with as much money as you'd like.

Surely there must be pre-paid debit cards in Europe?

You can create an account on Wirecard. It is a pre-paid creditcard .. you have to book an amount of money to your account (the card is free only you pay 1 euro transaction fee) and then you login and get a creditcard number what works just like a real CC!

(naturally i speak about recharging credit cards in Italy, so exists also pre-paids credit cards but i suppose most of are of Mastercard circuit)
