I don't think they're twins. Sisters perhaps.
The nekkid one is quite a bit bigger, in all ways. Her roots are also lighter. It's odd that they're out of step, people walking together usually are in step.

I can't remember all the details, such as names, place, what-not, but these girls aren't twins. They're not even related. Sorry to burst any bubbles. This pic is from a shoot for either Nude-in-Public or Flash-in-Public where one girl would wear the dress for a little while during their stroll through the park, then take it off for the other one to wear.
