I can figure out what it means, but does it have a name?

It's the international symbol for cunnilingus. :p Other than that, I don't think it has a name. Hey, why don't you come up with one? You could be famous! :D

If you're taking suggestions, here are a couple...
"Oiling the Shears"
"Fork in the Chode" I dunno, the 'V' also looks like a martini glass. I couldn't stretch that into anything. Speaking of stretches, without the tongue this gesture is a British symbol of defiance. Funny. The ones who don't tuck in their thumb are making the Serbian symbol of defiance. Defy - defile... there's a pun in here somewhere... |
Well, without the tongue, it's usually called a "PEACE" sign.. I guess with the tongue, its a "PIECE" sign?
Either that, or "lickety split"..... |

In the UK, the 'V' fingers that way round mean Fcuk off, turn the hand around and it means peace.

Several years ago, a young lady who worked for me refered to the gesture as "eating at the Y"
