Blurring faces

Anyone know of an easy to use free or cheapish program that can do this? I have a female willing to star in some ENF stuff but she wants to remain anonymous. And a mask would kind of ruin the vibe. Plus I imagine once I've done my part in blurring the face some bright spark will work out how to unblur it anyway.

The Gimp is the open source equivalent of PhotoShop, and it's free. No Windows or Mac binaries, but there are installers that might work for you (It's native on Linux).

PhotoShop Elements has a good blur tool, and you can get the latest version for about $75.
I don't know if earlier versions have the blur tool.

Thanks for the info but I'm afraid I wasn't specific enough, I am hoping to blur film rather than stills. I'm sure this is probably rather ambitious. However I will look into your suggestions because it might turn out that stills will have to suffice so thank you very much.

Your best bet is to just cut the pixel out. Can't put 'em back in again.
