Actress and Film Title
Having come across this when exploring the threads, and original poster Minamikata's query of what this clip is from, I thought I'd answer it. The clip is from the film The Fruit Machine from 1988, and the actress in the clip is Paula Ann Bland, who came to fame as a teenager in Grange Hill from 1981-85 as Claire Scott. In this clip she would be 20 years old, but it wasn't the only time she appeared topless. She also did a nude scene in the film Tank Malling (aka Beyond Soho) in 1989 as a topless dancer in a club, but sadly despite her obvious talents her last screen role was in 1994. Hope this helps.
