There is a yellow shirted guy in the background that looks a little like nudes-a-poppin security, so i might guess this is from nudes-a-poppin. But its not your typical NAP pic for sure.

I think thats a NAP yellow security shirt. It could be an old pic - 15-20 years old and maybe the scaffolding was temporary or used just a few years.
