Girls at a lakehouse (or something). They seem to have misplaced their bikini tops.

i've never seen that before

Its meant to be a joke - i.e. people your mom and dad taught you to avoid, or people that might put their hands in your pocket, or people that just want something from you, etc. Thats how i read it.
