I can't tell is she wearing panties?

Why a better quality version would be nice to find out for sure, but my assumption is she is wearing pantyhose over her panties.

Edit: Just watched it again, she is wearing regular leg pantyhose that just goes up to the thighs. But she is wearing panties. They are just hard to see.
