It's actually the Bay to Breakers run held every year similar to the Peachtree Road Race held here in Atlanta every year. Only at this race there are people who dress up in costumes to run and others who "dress down" to run/walk. There is a large group that formed the "Bare to Breakers" section of the race and they all go nude or mostly nude.
Why you ask? I am not sure other than the fact that they get away with it. If they allowed that here at the Peachtree race, hell I would probably do it nude too!...Just for the hell of it!
