What American prison have you seen that would even remotely have this set up? Don't you watch TLC or NGATE? Miles of razor wire, sterile CCTV visitation rooms. American prisons are busy making better criminals, not lovers.
Also, look at the facial features of the "inmates" almost certainly asian....wait, why the hell am I wasting any time on this? I'll just look at the girls asses.......................

This doesn't look like a prison at all. Look at the clothes the "inmates" are wearing and the fact that the fence could be pretty easily climbed over.

Could be some sort of embassy or school.

Not a prison. I would say a all boys school or the like.

Or maybe an all girls school...
