Years ago when I lived in NY city I had a Brasilian girlfriend and we attended to a couple of Carnivals in Rio and San Paolo as well as private Carnival parties in NYC and Rio. This was considered acceptable by the regulations at the time. I do not know if now are required to wear more conservative costumes.
My girlfriend did not parade since she was not in a samba school but at the private parties she was "dressed" similarly, sometimes with free nipples and painted body. Some other girls were fully naked with painted pubis.

OK, I'm going to try to give a little bit of context. So one thing is the professional hot girls you see in the samba school parade competitions, they are almost naked, fit bodies and this is nothing new. but brazilian society is very conservative, so the normie girls never do topless on beaches and things like that. What happened in the very few years is this trend of feminism, body positivity, girl empowerment and blablabla. So now, is not difficult to see daddy's daughter showing their breasts in public, and this is making the dudes crazy. But the irony, is that you don't see this girls in the more traditional and workersclass events. You need to find for a more alternative, leftwing, elitist honk parades, to see those pretty rich girls showing off. it is not a tradituional brazilian carnival, I think it has a bit of that new orleans vibe.
