In this day and age cops and rangers wouldn't dare pull that sort of stuff, but '60's & 70's, and I suppose earlier, it was not unheard of for cops to catch teenagers in nude situations and humiliate them under the guise of "teaching them a lesson", but more than likely for their own pleasure.
