i think it is possible that the cameraman is filming some cops for the tv and the car is a police car, then this couple is perhaps some exhibitionnists, and that's because they run when they arrive ...?

looks to me like the girl is a prostitute for three reasons
1) The woman in the back runs off at the first sign of trouble. She was sitting there but looking away from the "lovers". Quite possibly she's the girls pimp (and there's good chance its her mom as well).
2) The girl is young and pretty, and not very shy when she gets caught doing it on the sidewalk.
3) The guy is a dirty old geezer and i see no way he could have seduced this babe to do it right there and on the spot with him without paying for it.

nevertheless... this is one hot clip.
