It is a Japanese law. Interestingly that law was imposed by the Americans during the occupation of Japan. It has been recently dropped and full frontal nudity is allowed again.

The Japanese had a long tradition of public nudity. Co-ed baths, public fornication, public nudity, and very erotic drawings and wood cuts.

All this changed in the late 1800s as Japan decided to become more westernized.

How sad is it when becoming more westernized means becoming more prudish.

However the Japanese have never truly lost their love of public nudity based on what I've seen of their TV shows and many of Nanpa's tapes.

i think that there is a truly great clip of a Japanese girl flashing in a library somewhere in this forum. She get totally naked at one point. A great clip that illustrates the Japanese love of public nudity. I am going to use all my karma points to come back as a Japanese man next time around.

This is from Soft on Demand, a Japanese company that caters to ENF, Exhibitionism, and "oddly naked" stuff. Things like a bunch of starlets doing an orchestra nude, or a bunch of girls running across town naked (holding a towel and a washbucket so they can claim if they get caught by the police that they were chasing someone who stole their clothes from a public bath), or a bunch of Japanese girls doing a bus tour of Tokyo... naked.

Odd stuff. I actually have the entire video somewhere on DVD. My favorite bit is when they use henna (I believe) to cover one of the girls in caligraphy.

Sorry to be bumping an old thread, but here's two more vids.
