I've been trying to find this for a while. I think its a WNBR thing.

It looks like it might be from the fremont Parade, probably 2014 or 2015, but I dont recognize the girl.

I do recognize the setting - Gaswork Park in Seattle, but again, I cant be 100% certain

+1 for Gasworks park in Seattle. Therefore Fremont Solstice parade.

Lived there until recently; even had a dream last night about the look of the water on a windy day. Just like this picture.
