If you are anywhere near San Francisco, there is a sex club called Power Exchange. It was much better years ago at another location but it can still be lots of fun without boundaries. Strange you should mention bad shit and Tampa. We live north of Tampa and have been to several clubs along what looks to me an old industrial section now porn shops and strip clubs.

In all the many years we've gone to strip clubs and glory shops about all we've seen are a few drunks being arrested. Times sure change.

As for public yet not crowded places for sex we've always camped in county, state, and federal parks that are less crowded. On the beach or at camp on the picnic table is a turn on, not knowing who may watch.
Sadly RV parks are now crowded like mobile home parks. Still there are small parks and hiking trails if you look.
Even at our age we find small parking lots to trails exciting. Some places call it dogging.
