I think he was saying this was at a French Anime convention dealing with a show called Dragon Ball.

Here's a little information I got from Google: This amazingly beautiful singer's name is Mallaury Nataf, and her panty-less twirl created quite a stir in France. She was performing on a show called the Dorothée club, which as near as I can tell was a children's television show! (I believe that the above poster is trying to say that this little accidental peep show came on in between cartoons.) There are a number of French websites devoted to this incident, posted by many lucky Frenchmen who are adults today, but will never forget seeing this when they were kids. Here is a very rough translation from one French website:

"Mallaury Nataf is famous for not wearing panties when she danced on the Dorothée club. Her skirt flew up and all the children (including me) saw, for the first time in their life, what there was under the skirt of a woman...."
