It isn't watermarked with a website, it just appears the woman put her posting name over her face to help obscure it. Please give me a ruling here.

My take on it is: That by putting "txcpl373" on the photo
the owner is establishing ownership and a personal copyright on the photo to
prevent posting on other websites.

I respectfully disagree. I feel they are placing their name on it just to let the viewer know who they are. If they didn't want it re-posted, they could have added that message with their name, with a

After considering your take on the "txcpl373" addition to the photo vs my take on it, I conclude that
neither of us know the exact intent the O/P had when they put the writing on the photo. Therefore,
I will give you the benefit of doubt that the photo is not watermarked to another site or copyrighted
and it may be posted here. My apologies to you for any inconvenience this has caused you.
So, post it where you wish and I'll not remove it... unless the "owner" contacts us and requests that it be removed.
