Petite does not mean skinny, it means short.

Now why this would matter I'm not sure. Considering that most people would consider petite as being both in many cases. And wouldn't you know it so does at least one online dictionary.

Small, slender, and trim. Used of a girl or woman.

A clothing size for short slender women.

(of a woman) short and having a small, trim figure; diminutive.

a garment size for short or slender women

very small; "diminutive in stature"; "a lilliputian chest of drawers"; "her petite figure";

I would say height is the main point here. If shes 5'4'' or less (my guess) shes petite, wether she has no boobs or DD's doesnt really matter to me.

this girl would still qualify a petite to me, as shes barely 5 ft, maybe i dont know what im talking about thou. That happens a lot.
