Clicking on the link, takes you to the spot to block and yet when you click to bring up the list of members it says "Sorry! The administrator has disabled the list of members."

Go to your control panel, click on "edit ignore list" in the sidebar, manually type in the member in the "add a member to your list" field. It works well for me.
