I would have a screen recorder going so I would know what he saw but I hope he would mention something about liking it so I could show him more. Has anyone done anything like this?

He may not be tech savvy enough to snoop but why not just show him something on your phone like you need to borrow a tool to fix something and accidentally swipe past nudes looking for it

Since he already made that "innocent" comment about your wife and the other neighbour being topless, why not steer the conversation towards that topic. Maybe share some experiences where she actually has been topless (back yard, beach, hottub). Then there might be a chance he says something like "you're a lucky guy, I wish I could have been there/seen that too". Then your reply could be "well if you're interested, I could show you some pics of her wink wink".

I unfortunately don't remember how that comment came up. But if the opportunity comes up, I would mention her being topless somehow. I think I'm going to put some regular sexy picture next to whatever I show him so he'll definitely see that one and hopefully he'll make a comment. You might print one or two out and have them laying in your garage, on a work bench, work area, or pinned to a wall in a shed, then invite your neighbor over for some advice to fix something. If he sees the pics and shows interest, let him know you have more on your phone if he would like to see them.

A couple of tricks that I used to show sexy pictures of my wife to my friends.

1) Printed copies
Prepare a photo album with holiday pictures and include one or two sexy pictures of your wife. Visit the guy for a beer or a football match on tv. Take the album and browse the pictures with him talking about the holidays and ignore the sexy photos. Then either you go to the bathroom and leave the album or (better) you pretend to forget the album and leave it in his house. In both the cases the guy has the opportunity to look at the pictures while he is alone.
I did it during a poker evening with my friends and I surprised one of my friends browsing the pictures including the nipslip one.

2) Electronic copies
Same as above but take a pen drive with the pictures and copy the pictures on his pc for a quicker browsing. Then you leave the pictures on his PC.
I did it with one of my friends asking to convert the wedding tape from my camcorder containing a short sequence of my wife in lingerie (second photo) and an upskirt.

Unfortunately my wife is a prude I do not have explicit nude or topless photos.

When you give him your phone you should make sure the preview bar showing small thumbnails of other recent pics on the bottom of the screen is visible with a picture of your wife's tits mixed in. It'll just look like an accident on your end, and he'll be much more likely to see it and snoop around, or maybe even bring it up to you in conversation.

Oh yeah, I like this. I use Google photos and I don't think they have a scroll at the bottom. What gallery can I get that does this?
