Look just above the first post of a forum thread page. It's the second to right where you can rate a specific thread with the stars. :)

For the past six months, the thread rating option is only available to One Click Pass Members. Too many people were abusing (1 star ratings just to be mean) the system. This change has solved the problem for the most part.
