Her name is Katie, she's the founder/director/lead dancer of Cabaret Rouge. There's a performance of that fan dance in the movie The Look of Love (2013).

If you follow the link above to DailyMotion and look directly below the name of the clip on the bottom left side of the video window, you will be given the option to down load the clip. Click on the lower download window, and choose the quality of video that you want. HQ is a 10 meg file but it is the best quality.
