I dont think they are trying to shut down the event, i just think they're making sure that only UNC students will streak/watch others streak, which will help with the crowd

By shutting down the top floors of the library, where people gather to do the streak, they are forcing it to at least move. But no, the sentiment is that they are shutting it down - read what that person says in the post. 99% of attendees were already UNC-related. And there's the outside component they aren't preventing non UNC people from viewing.
