I actually came across a similar scenario when I was vacationing in Florida. It was at a small beach in the Keys without a bathroom/ changing area. Shortly after I got set up at the beach, a family just like the one from your post parked nearby— Dad, Mother, and two daughters around the same age. It was still pretty early in the morning, so the beach wasn’t too crowded.

The Dad was already in his swim trunks and got going on setting up the chairs by the water. The Mom and first daughter changed quickly beside the car with the doors open, protecting some of their modesty but not too worried that other people like me could still see them. I remember the mom having very nice tan breasts and the daughter having a nice athletic body with a great ass and small, firm breasts that fit her athletic frame. Both had been wearing thongs (the mother a black thong and the daughter a teal lacy thong) and both were fully shaved. The other daughter just hung out by the car talking to her mom and sister as they changed.

When the Mom and first daughter finished changing into their bikinis, they all joined the dad down by the water. The parents went for a walk while the two daughters lay on the towels. The other daughter had on jean shorts and a tank top, which she tied up by her bra to let her stomach tan. I could tell she was much paler and more modest than her sister. When the parents returned from their walk, the first daughter joined them in the water but the other daughter stayed behind by the towels.

After about forty minutes of tanning, the other sister got up and went to the car. She opened the two doors again but this time, she hung a towel between the two open doors with the corners tightly wedged into the cracked windows. The beach park had filled in a lot since the family had first arrived, and there were dozens of families mulling around the beach and parking lot. Instead she waited until the crowds had come in and was seen by many more people, despite her best efforts with the towel.
