Yes. The AHNL (Association of Hidden Nudity Lovers) has ruled that hair is a legitimate "cover" for nudity to hide behind as long as the hair originates from another region of the body, or perhaps from another individual.
Of course, pubic hair does not qualify, as it is "same region".

Hidden nudity rules can be daunting. It is best to consult trained legal experts. :)

Yep. Rule 42, Section 7, Subsection c, Paragraph 9 of "The Association of Hidden Nudity Lovers Rule Book" states: "Any and all pictures containing a nude female whose nudity is hidden by her own or another female's hair, specifically hair that is not from the same part of the body as that which is being hidden, shall therefore be considered a Hidden Nudity picture. So there." :p :rolleyes:
