When we lived in a small town the only gym was split, 3 days a week for ladies, 3 days a week for men, closed Monday. My wife got her days confused and stopped in after teaching school for a workout, she was in a hurry to be home before our kids so she went right to the locker room to change into her exercise clothes. As she got older she got less modest. When a friend walked in on her in the outdoor shower at a mountain cabin, the guy thought his wife was in there, she just kept washing her hair and said "in or out, make up your mind, just close the door, its cold out there".

I have often noticed this as well and wondered why they do it and I now think that we have been looking at it from a male perspective as to what we would do and not from the female point of view. I think to women it is the breasts that represents their femininity in the same way that for men it is the penis that represents their masculinity. You will notice that so many women these days have boob jobs even though most men (70% I believe) hate fake tits or are at best neutral. I reckon they are doing it to impress other women or to convince themselves that they are more of a woman. You can just imagine the chaos if penis enlargement through surgery was available!! The vagina is usually hidden and if standing up and still hairy then not much is seen anyway so covering the boobs first is an automatic reaction for them and as previously mentioned gripping the legs together will hide quite a lot.

I also find it curious that of the women who will flash, most of them will flash their boobs before they would think about flashing their pussy.

From a male point of view a boob flash is very nice, but a pussy flash is at the center of her femininity. If you see boobs it's a flirt, if you see pussy she is much closer to wanting sex. That's why in men's magazines and movies boobs are OK to show, but showing pubes took a lot more time. Still, in mainstream porn on cable you see lots of boobs, a few pubes, but labia are rare.

I would be curious to know if women who would cover their breasts first if someone saw them in person would be more comfortable with someone seeing a picture of their pussy than their boobs? I know my wife is more hesitant about people seeing pictures of her pussy and doesn't care so much about topless ones. Although to be fair I can't think of a situation where someone saw her naked and she actually tried to cover up to see what she would try to cover haha.

There is another consideration
 

If the woman is nude, at least in the days before Brazilian waxes became the rage, her pubic hair would obscure the view of her vulva, especially if she was some distance from the viewer.

You know at this point of my life I wouldn't care getting out of a pool nude at a friends house. It isn't they haven't seen a nude guy before. I don't have anything they haven't seen before.

I've noticed it when my wife and I go to the nude beach. For the most part, when undressing I notice the ladies remove their tops first. When dressing, they will put there top on first.

The first time I noticed this was when I was single and went to the nude beach. I met two girls who I struck up a conversation with. After a short time, we decided to leave and go to a beach bar for drinks. I went got dressed (being very horny, I was back in a hurry). They were packing their things but still naked. The last thing was to get dressed. Both put on their bikini tops first, then their bottoms.

I've always wondered about that.

I suppose because it's never happened to me, I find this idea incredibly horny!

It's not something I can offer an explanation for, only an observation.

My wife and I regularly go to Haulover c/o Beach. I see the same occurring there about 85% of the time (my wife included).

I will observe a woman arrive. After things are set up, most will remove shirts and short or dresses. If they have a suit on underneath, the top comes off. Then they will invariably sit down, wait a few minutes, then remove their bottoms.

But when leaving, they do not put bottoms on first, but rather tops, then bottoms, all while standing.
