From the country my favorite is Croatia. Many nude beaches and also many people who go there. I can't say that there the quailty is much better than somewhere else. But the more people are there, the bigger is the chance to find also "good quality of girls".

I agree with Easttravel, first I'll say Croatia as the country is filled up with nude beaches and resorts and for having been there (sadly only once) in Koversada resort, Istria, Croatia I can testify quality wise it's just amazing!
And the place, and the people! People over there are really warm generally, a very nice mood and a ratio of 50/50.
Families and group of young people on holidays, nudity is well respected all over the resort.
From time to time you just don't believe what you see over there (Was my first resort i went as well) like in the morning on your way to buy bread or fruits you just bump into girls doing their morning jogging fully naked wearing just a pair of sneakers and eventually headphones....others riding bicycle or simply on their way for a swim.
I sadly didn't had the chance to assist to a Miss Koversada contest but honesty it's a bit of a contest on a daily basis over there!

Then I'll say south of Spain and especially Andalusia up to Cadiz, yo can find great spots but the mood is a bit more hippie let's say! Even though, there are plenty of beautiful creatures as well down there!
