Desexualizing breasts just isn't possible.
Of all the mammalian species, in only one species does the female have prominent breasts when not actually nursing an infant or preparing to nurse one. That is homo sapiens, of course.
Evolution does not tend to support extra body mass that does not promote reproductive fitness.
Therefore the human female breast promotes reproductive fitness. The exact mechanism is debatable, but attracting high quality mates and demonstrating enough health and nutrition to support large breasts is highly probable.
We love tits because evolutionary biology makes us love them!

I've always figured that even if we managed to somehow make showing breasts in the general public acceptable in society, they would still be sexualized. I know many a female who still swoon at the sight of a in-shape shirtless guy.
