Why would there be one in Rome? There are no mixed nude spas even in Finland or the rest of Scandinavia.

This is false. Although most common in Central Europe, it definitely exists outside of that. In Finland it’s virtually unheard of, it seems, but there are places in Sweden in particular where it’s mandatory nudity, and a few places in both Norway and Denmark where it is at least clothing optional.
In Northern Italy there are also nude spas, and several places in Eastern Europe.
