Cos even the tribal girls wear bottoms.
It's only the tops that they don't wear cos they don't consider breasts to be something sexual.

rarely get them as far as I can see. There are some YouTube documentaries on tribal ceremonies which did show the odd lower half but it's a lot of sitting through them to spot the crotch. I have always been curious to know how hairy these women and in various tribes and countries are.

on the Travel Channel just aired a show on Namibia that had a lot of subjects for this thread if anyone can capture it.

tribal women pose willingly baring their breasts, but are more shy about being photographed when they go skinny dipping.
