Why is Moira wearing pasties now? Doesn't this sort of defeat her message? Does she not feel it's not safe to go completely topless in Philly? Also, I'm not surprised that the Philadelphia police and DA are looking into whether it's legal for her to walk around with her nipples covered. Not only are they incompetent and corrupt, but evidently, they also have nothing better to do.
