Because there is a fine line between nudity as a sex signal (I am interested in having sex with you) and casual nudity in front of people with whom sex is out of question. Usually same sex nudity is not a sex signal, it is for bathing, changing clothes, etc.. That doesn't mean the other person can't enjoy the view, it's just not for sex. Nudity between siblings or other close relatives of the opposite sex is more complicated, if nudity was common in the relationship or not is important. For instance, most developing teenage girls would not want to be seen nude by their father. when my daughter was 15 she caught mono, her fever was so high the doctor recommended a cool bath, my wife was not there, so I had to do it, my daughter could not stand up on her own. She was grateful for the care, but she said it was still embarrassing.
Nudity between a family member such as a sister/brother-in-law is usually a sex signal, so it can be pretty volatile. I saw my SIL nude many times, usually in like group skinny dipping or a group stripping game.
Nudity, who you show, who you see, what is a sex signal, what is not, can be complicated. Signals can be misread, I just remember the words of my favorite comedian, Ron White: "Once you've seen one woman nude, you want to see all of them nude".
