I'm trying to find a manga series that involves some girl in Highschool stealing one of her friend's panties. But then she loses her panties. Then she and her friend both fall down the stairs, land on their backs, and their skirts are flipped up revealing that they're not wearing any underwear.

Then they're in another situation where they are dressed as super heroes, fall into wet cement, and are forced to strip nude to free themselves.

I remember I saw a anime with the first situation, although I don't remember the name of the anime.

A good scene, though they oops'ed in the anime. The one running away gets her skirt pulled down in the chase and it falls off completely as they tumble, but then she has her skirt on again in the above still. How will I ever suspend my disbelief now? ;)

Yup. Thats the one! Angle Blade was it? Ill be sure to watch it when I get the chance. I remember it blew away when I saw the clip because most anime that I watch barley show the crotch let alone an actual bush.
