It depends on how you use Yandex
 

Yandex needs to be set to "No Filter" on the settings firstly. You also need to understand that certain characteristics of the material you are posting may effect the results: -
If you search with a composite (two or more pics together) it will only return composites (regardless of whether they are the same person).
If you search using a pic that is mostly of a woman in, for example, a red dress, you will get results that are similar.
If you search with an underexposed (dark) pic, you will get back similar.

Take some time first to separate composites, select the face of the woman in the bright red dress, or to lighten the dark pic.
And what about taking some time to thank belier who tried to find some for you, even if you can't reproduce his results.
