Not sure, just looks like it could be.

I looked at a few Minneapolis skyline pics and they seem to have a few more buildings in the skyline. Now, all of the pics I saw were from a closer distance than the mystery pic, so we can't yet rule out Minneapolis.

This appears to be from the Westin Tampa Harbour Island. The building in the back is the Tampa Convention Center.
