I'm using Photoshop CS6 though most of these tools are available on early PS versions.

Sidebar tools:
"spot healing brush tool" -corrects white spots or other defects

Image>Auto Tone
Image>Auto Contrast
Image>Auto Color (sometimes it makes the color worse so I don't always use it)

Filter>Sharpen>Smart Sharpen: Set radius to 1 or 2 px. (if image is fuzzy)
Filter>Noise>Dust & Scratches: Set radius to 1 or 2 px. (If image has just a few defects or the defects are large I use the spot healing brush tool. Otherwise, if image has lots of scratches I'll use this method. If this makes the image blurrier I use Smart Sharpen to clear it up.
Another way to clean up a scratchy photo is to use Filter>Blur>Gaussen Blur with a radius of 1 or 2 px. After the defects are removed I resharpen the pic with Smart Sharpen.
