Just like the "European style" swimming pools at some hotels in Las Vegas which "allow" women to swim and sunbathe topless---but they charge men (even those who are paying guests at the hotel) a hefty fee to enter. I've heard from those who have been there that the women who "choose to be topfree" are in fact showgirls who are paid by the hotels to be there.
