I had prepared this to post in Caption Pics but it really belongs here better and cant easily undo the captions. Why is the guy so unconcerned? You would think he would be interested in looking at the naked ladies or else very concerned for his safety as the arrows look dangerous and the girls don't look to be competent archers. There are just so many questions, it is obviously some sort of performance but what, where, when, why?

Bay to Breakers 2009 :p

Actually, it's from an annual event in the former SSR Ukraine, at Koktebel, called Neptune Day, where people get painted and dress up with various weapons; on the bluff above the beach they always do a little posing like this. My only picture of an archer is over 5MB, so I'd never get it uploaded before timing out, but here are a couple with sword instead, from the same event though not necessarily the same year. There's plenty of other stuff here about the event, though it focuses more on the painting and pageant aspect; search for Koktebel and Neptune. Oh, and since my two aren't very WTF, here's one a hint more so...

The Sign mentions "Merten" which is a commune in N.E. France (Lorraine) Check it on Google and/or Wikipedia. I suspect that the web site has no connection to the people/group at the meeting.
