It doesn't get more family friendly than this; Stockard Channing (and others) from the film; Grease. This is the last place you'd expect to find a panty scene. I've always found Stockard Channing sexy, and she looked really good in this movie.

Two unexpected underwear scenes from the film; Popeye. One is a musical number set in a brothel (because what's family entertainment without hookers?), and the other features an underwear clad Shelley Duvall singing a double entendre song about Bluto being...large.

Tattooed Teenage Alien Fighters from Beverly Hills was a really bad Power Rangers rip off from the 90s. American takes on Super Sentai are endearingly cheesy, but what Power Rangers was to the Backstreet Boys, TTAFBH was to O-Town. I remember it was on later in the morning and you could only catch it on TV if you were home sick from school. I never saw this episode during the show's initial run, but wowzers! How on Earth did the show runners get this past TV censors?

The team figures out they are stuck in some sort of nightmare dimension, and to prove it, they test the hypothesis by imagining whatever it is they want to see. One of the guys devilishly leers at one of the female team members and "imagines" her jacket, shirt, and pants disappearing. And she ain't wearing no "costume underwear" underneath as our esteemed colleague Hal9000i derisively calls it. She's wearing a tight, dark blue bra and panty set like what comes out of the Victoria's Secret catalog. It's not played for laughs. It's played for T&A.

A lot of movies and shows in the 90s had a Jennifer Love Hewitt/Melissa Joan Hart/Tiffani Thiessen girl next door type, and they were always treated like chaste Madonnas with no more than a belly button peak ever happening. You just weren't seeing those girls in their underwear, let alone naked. And in this show, they literally take a 90s girl next door and strip her down to her bra and panty set with no apologies about it.

Right before the dude strips her, she has that nervous look on her face and even starts backing up. It's a submissive and sexy little detail. She goes from embarrassed to indignant throughout.

My only complaint is I would have also undressed the blonde team member who's super hot (last picture). But hey, if she shows up in my dream, I'll certainly "imagine" her down to whatever bra and panty set she has on under that purple outfit. :D

Three's Company was always good solid family entertainment...what they used to call jiggle TV.

Fran Drescher had some extremely risque scenes in the family oriented television show; The Nanny.

She got even better looking as she aged. She was at her absolute hottest when she was in her mid 40's. There were two shows she did after The Nanny. Living with Fran and Happily Divorced. There was Lynn Herring as Lucy Coe on General Hospital who had a running gag of getting her clothes ripped off during the annual "Nurses Ball" they did every year. Accidentally discovered this while my Mom had the show on as a kid.

Someone should really start a dedicated soap opera thread. There are tons of EUF/sexy scenes in those shows, and they go back decades. Some of the many risque scenes in the animated series Star Blazers (Space Battleship Yamato). All were removed from the US release (though they were perfectly fine for the Japanese). As we all know, if an american male under the age of 18 ever gets a look at a woman's panties, there's no telling what might happen...

Another cartoon with a strangely risque episode was GI Joe. In the episode, the female lead is reduced to the size of a child by some sort of gas (or something along those lines), and her adult sized pants slip off. At the end of the episode she's restored to her full adult size...but she doesn't get her pants back.

I remember watching that movie with my parents (the whole family was there) in the 80s. Nobody ever mentioned anything but I'm sure I wasn't the only one who went on to dream of that hair-combing scene.

I guess the television show MASH sort of qualifies as a family show. You may not realize this, but there were three panty scenes in the show (plus a few upskirts from Loretta Swit). A nude scene in E.T.?
 

This one was never actually filmed, but according to an interview with Dee Wallace (Stone), Steven Spielberg wanted her to do a full frontal nude scene in E.T.! It was supposed to show the "childlike curiosity" of the creature. Dee Wallace was going to be asleep in her bed (fully nude), and E.T. was supposed to pull the covers down below her hips, and study her body. Dee refused to do the scene. Not because she had a problem with the nudity, but because she (rightly) thought it was inappropriate for the film. There's a similar story about the making of Poltergeist. The scene where Jobeth Williams was being pulled up the wall and across the ceiling in her underwear was originally going to be a full frontal nude scene. Again, Jobeth had no problem doing it, but it was decided that a PG rating was preferable to a hard R. During filming, Speilberg kept insisting he wanted to see "More panties!", and he personally operated the wires that pulled Jobeth Williams T-Shirt up (pulling so hard that her shirt went all the way to her chin a few times).

If you Google; Frightmare in the Falls 2019, you can see Dee Wallace talking about the E.T. nude scene that never was. It's about halfway through the panel discussion featuring Linnea Quigley, Barbara Crampton and Dee Wallace. The clip is on YouTube (and you'll be amazed at how good Barbara Crampton looks at 60!)

Battlestar Galactica EUF/underwear scenes (from the 1978 version). Family programs were great in the 70's.

Battlestar Galactica's contemporary Buck Rogers in the 25th Century also had some fantastic "family scenes". Erin Grey's telekinetic strip scene (the last three photos) would have been the greatest thing in television history if it had only gone on a few minutes longer.

Rita Moreno Sexy/Upskirts from; The Muppet Show. This show had a surprising amount of T&A from the guest stars.
