What's the best beach in England for topless women but not a nudist beach ?

In our experience going topless on beaches in the UK is not really practiced or tolerated. More than once on beaches in Cornwall Shirley was asked to put her bikini top on by beach lifeguards.
You ever have to be careful at designated nudist beaches such as Studland or Brighton.

Has anyone else any stories of sunbathing topless on a UK beach?

I find it really odd that you say a lifeguard instructed her to put her top on.

It's never been illegal for a woman to be topless in the UK. In fact its not illegal for man or woman to be nude, unless there is intention to cause offence.

The thing is, the climate doesn't really lend itself to sunbathing in general most of the year, so we don't have the topless culture like Spain or France.

That said, in the last ten years I have seen women topless in:

Newquay/Cornwall
Falmouth/Cornwall
Torquay/Devon
Lowestoft/Suffolk
Great Yarmouth/Suffolk
Brighton/Sussex
Formby/Liverpool

Not saying its common, it isnt, but noone cares. Less than 5% topless at best.

But told to cover breasts ? Totally unlikely in my experience, would really like to hear of any extra detail on this.

You are quite correct about it not being illegal to go topless or nude in the UK but as we understand it the law says that if someone is offended by you going topples or nude then that is a problem - and I guess we have just been unlucky enough to find someone who was on that beach and perhaps had never been abroad to France, Spain or Greece where going topples or nude is widely accepted.

As I understand it, and I might be wrong.

It's not somebody taking offence that makes it illegal It's if you person exposing themselves intends to cause offence.

Either way, it only applies to genitals in the UK, not breaats or nipples of any gender. So these lifeguards are going well outside their remit. You should really report it to the local council or MP.

British Naturism would also possibly be interested to hear about it.

Basically if you are not in some way actually causing harassment, alarm or distress as opposed to the complainant personally finding nudity distasteful or offensive legally you are clear.

This is aside from breasts not being genitals as already stated.

Any private place can of course set their own rules.
