In the UK, the foreshore (the land between mean high and mean low water mark) plus the seabed up to 12 nautical miles is owned by the Crown Estate, the Duchy of Cornwall or the Duchy of Lancashire. In general, the public would seem to have a right to walk on the strip between high and low water.

But the beach above the high water mark is owned by various bodies (eg local authority, National Trust, Ministry of Defence) and private individuals who could permanently or temporarily restrict access to the beach, even if there was an established public right of way eg across fields to the beach. eg parts of the very wide Holkham beach in Norfolk are privately owned.

So although you could legally walk along the foreshore to a particular beach, cliffs and rocks might make this near-impossible.

I don't know who owns the beach above high water where the NESD occurs, I suppose they might temporarily restrict access during the NESD.

The NESD is a fund-raiser for Mind - The Mental Health Charity, with most of the money raised coming from the participant's ticket fees. More participants - more funds, fewer participants - less funds. Taking part probably helps some people with their mental health issues.

From the organizers' FAQs:

"NESD is not just a skinny dip. It's an experience!

NESD is now a ticketed event to comply with health and safety requirements.

Am I allowed to take pictures?
I strongly urge you to consider the privacy of others when taking film and photos to capture your NESD experience. Refrain from uploading any footage to social media without the permission of those featured. Some dippers, for whatever reason, simply cannot afford to have their naked body displayed on the internet. Thank you for respecting others!

Can I come and watch the North East Skinny Dip?
Absolutely not. The North East Skinny Dip is NOT a spectator event! Due to the sensitive nature of NESD and the subsequent vulnerability of those taking part you will not be permitted to watch the event."
