This is outside the Kimbell Art Museum in Fort Worth, Texas.

To show off a little, this is "Woman Addressing the Public: Project for a Monument" (1981), bronze, by Joan Miró.

and on closer inspection of the pic, it looks to be photoshopped, the size of the naked lady is off compared to the statue, the statue people are actual size

guess it wasn't that important :(
