I got busted at the beach one time. Punk lady cop run my ID and all that and saw I wasn't a crook. Other than "sneaky" upskirts, which can be a felony in some states, anything you can see in plain view in a public place where there is no expectation of privacy (such as a dressing room or restroom) is fair game.
If you design a "camera shoe" in your shoe and take upskirts, that is probably illegal. If a chick is laying on the grass in a skirt with her legs spread and you can see her panties, or if she's sitting on a bench in a skirt with her legs spread like a construction worker and you can see her panties, that's a fair shot under the law.
