While she is climbing a ladder, her pants become loose and we briefly see her panties. The girl tells everyone else to look away until she can fix her pants. (They look away.)

I've seen the film, and that description is just wrong. A woman does indeed climb a ladder, but she isn't wearing pants, she's wearing a short skirt, and it doesn't come loose and we don't see her panties (or at least not more than a fleeting glimpse of the bottom of them). One of the characters goes to give her a boost by pushing her bum, but doesn't, as the other characters turn to look away. The woman on the ladder isn't embarrassed at all, doesn't even turn around and possibly doesn't even know or care.

It's a nothing scene, you aren't missing anything.

Marjorie Beebe runs into some problems with her pants in the 1932 comedy short A Put of Job.

First, the back of her overalls are ripped down after Karl Dane steps on her suspenders. Beebe responds with a nice embarrassed reaction as she quickly attempts to fix her exposure. Her efforts are for naught as her pants fall down all together a moment later thanks to a well-timed shot from her son's pea shooter.

I think it could be. The writting at the bottom of the captions is Chinese, if I'm not mistaken.

So, yandex.com (which is great for reverse images) had no luck. I found similar looking scenes, but not this one.

On the comments of the video, one comment or replied to someone asking for the show. In the presumably native language (Chinese according to Google), someone replied "除上述呼籲". This apparently translated to "in addition to the above appeal".

I didn't find anything looking up either result on youtube or Google

To answer the question, it doesn't continue. The protagonist wins two games, causing the woman in the picture to strip her shirt and shorts. She wins a 3rd game, and the woman is angry, but does not strip further

Martha used to have a webpage many years ago at martha-smith.net. It's long gone now, but Martha posted watermarked behind the scenes photos, a few of her getting into her pink Jackie O costume.
She had a Q&A section where she discussed the 'stripping' scene in detail. Many people were requesting her to re-enact the famous underwear shot.

Not sure if the discussions can be found anywhere.

Jimmy Aubrey is an ambitious lad trying to land a job as a reporter. The publisher assigns him to investigate a reported haunted house. The publisher's daughter (unknown actress) comes along to help Jimmy. The house is actually occupied by a mad scientist who doesn't want anyone interfering with his experiments. When Jimmy and the publisher's daughter start poking around, the scientist instructs his henchmen to scare them off. They launch a barrage of gags at the couple. At one point, Jimmy gets his pants ripped off. The bad guys then steal the daugther's coat. And when the daughter pulls the wrong lever, a vacuum sucks her dress off. She gives a nice long reaction when she realizes she's been reduced to her unmentionables. She spends the rest of the short trying to cover herself, first with some curtains and then a coat.

Clothes start coming off at the 12 minute mark.

I read somewhere this scene was supposed to be a catfight between her and Mandy ending with Martha being stripped. They were operating on a shoe string budget so they cut the scene out and this is what ended up in movie.

Being a lover of catfights, I would have loved to see that version. Perhaps with Mandy losing a few articles of clothing as well. Although we had an exceptionally good look at her attributes earlier in the film.

Me to!! Love catfights and would have loved to have seen this. But from what I read it doesn't exist any longer. You have to remember at the time no one had any idea how popular this movie would be and they cut corners to save money where ever they could.
