No, he's not being mean. "Fail" here means that Oakleyboy failed to find more or a set for the women whose picture he posts. That doesn't mean the sets don't exist out there, it just means that he can't find them through the conventional means, usually an image search or searching with a description. So in your case, which you described, you state that the search engines seem to be censoring your wife's picture, which would mean that if Oakleyboy or I just discovered your wife now from one picture and wanted to find more we wouldn't using a search engine, so we would come here and ask our fellow Forum-members to help out!
