The "last two ladies", by the way, look like the bathing at Empty Hills, which shows up in a lot of different threads on OCC if you search. Here are a couple examples.

The topless-only group with the green floatie appears to be on the Columbia River, south of Vantage in central Washington state. I'm from eastern WA and for years there was a rumor of an unofficial nude/CO beach near there. The basalt cliffs, terrain, and highway in the background are the giveaway.

Outside of the two landed clubs (Kaniksu, which is closed to non-members right now and Sun Meadow, which is up for sale), there aren't too many options for communal nude sunbathing in Eastern WA anymore. Spokane's population continues to explode, which has resulted in a lot of development and refurbishment in the People's Park area (a traditional nude beach that is now dead) and the Corp of Engineers at Lower Monumental Dam have really clamped down on the crazy WSU/UofI partying that used to occur on the snake river at "The Dunes."

Luckily, I now have the time and money to get my fix in Palm Springs and Puerto Morelos :)
