It's from a comedy talk TV show called "Se Lo Que Hicisteis". The vid is from around 2009, if I recall correctly. It was a self-deprecating humorous sketch done after Patricia had had a wardrobe malfuncion (more precisely, an upskirt) on a previous episode when she fell down while huging actor Mario Casas. The upskirt became viral, and in the sketch Patricia is "lecturing" her audience about sexism, feminist struggle and the ignominy of having her panties going viral on the net. She screams "it's only a pair of panties!" as she stands up.

Beat It (Dutch game show) - Uit de Kleren

A few frame grabs from a Dutch TV game show called Beat it. This is apparently a karaoke-style game show where contestants can win prizes for singing pop songs correctly. But in addition to the prizes there's the possibility of having to do a penalty if you mess up, like the ones in Ellen's Game of Games. This particular one is called "Uit de Kleren" (out of the clothes) where losing contestants have their breakaway costumes yanked off by wires.

(Apparently the contestants were also supplied with matching lingerie and stockings.)

Reminds me of Kristine on Now Who Do You Do? in the 1970s. Are there videos anywhere?

There is also another version of it on their channel - I tried to post frames of it, but the action goes so quickly that everything winds up blurred when you try to get a single frame of it. This is a more complicated version of it where the girls are sitting in chairs onstage and get lifted out of their costumes by wires instead of costumes being pulled off:
